If not a vice with a piece of wood each side. Do it up so it just grips. Then another person holds the rod each side of the jaws to stop it moving up and down.. make sure enough is sticking out past the spigot. Hold the reducer at the end and making a very small circular motion while gently pulling.

Other thsn driving it out with a dowl.
Find a socket that will fit down the butt, fit a extension into socket to add some weight. Use like a slide hammer shaking butt up and down. Should shift it.
