There's a guy on Youtube who's recently been using one for beach fishing in Florida, but like you, not sure how they would cope with loose shingle.

EDIT: Just had a look and he's done a video about the Pros & Cons of E-bike fishing, but on sand not shingle. Haven't watched it yet.
